Stable Pension of Informal Workers

Abstract

  The purposes of this study were to study reasons for not paying contribution of Social Security according to Article 40 continually and to study the policy recommendations about stable pension informal workers. This study used a qualitative research approach. The researcher collected data to study reasons for not paying contribution of Social Security according to Article 40 continually. The researcher used 5 focus groups by interviewing 39 informants who did not pay contribution continually. They included Rayong (5 informants), Pitsnulok (7 informants), Surat Thani (11 informants), khon kaen (6 informants), and Bangkok (11 informants). After that the researcher interviewed with Mr.Kowith Sajjawiset, Deputy Secretary General. The reasons of informal workers did not pay contribution of Social Security according to Article 40 continually because Frist, the payment stations were far from their home. Second, social security officers appointed to collect contribution in their villages every month but they did not collect it. Third, insured persons according to Article 40 understood that they paid contribution only provincial social security office. Fourth, they forgot to pay contribution. Fifth, they understood that their contribution book lost, they cloud not pay contribution. Sixth, they moved from their home to the other places but the other places were far from payment stations. Seventh, they bought private insurance. The policy recommendations about stable pension of informal workers were: Social Security Office increased collecting contribution units such as local organizations and municipalities. The way, Social Security Office will have the persons who represent to collect contribution at communities as Provincial Electricity Authority. This strategy is that Minister of Labour will sign A Memorandum of Understanding (MOU) with Minister of Interior so that local organization and municipalities are collecting contribution units
